About Us


The EMI Resource Center was established in the 2021-2022 academic year to promote Ming Chuan University's participation in the first phase of the Ministry of Education's Program on Bilingual Education for Students in College (BEST), accrediting International College as a Key Cultivation College.The International College offers 100% EMI courses. Additionally, with substantial funding and support from the Center under the BEST Program, the proportion of International College students reaching CEFR B2 level has significantly increased, meeting the certification criteria. Consequently, in the second phase of the BEST Program, the university has shifted its focus to expanding EMI practices across the university, aiming to become a Generalized Enhancement School. Building upon the strong EMI foundation from the International College, and in collaboration with academic and administrative units within the university, the Center provides EMI resources and support to all faculty and students. This aims to enhance the overall EMI teaching capacity of the university faculty, effectively strengthen the English proficiency of all students, enhance campus internationalization, and align with, as well as support, the 2030 Bilingual Policy.

The Center operates under the Office of the Vice President for International Affairs, to organize EMI-related activities for faculty and students, oversee the progress of EMI implementation, and promote EMI research projects. The Center's functions are further categorized into Faculty Development, Student Academic Counseling, and English Language Enhancement, working collaboratively to create and optimize the EMI teaching and learning environment.

Project Origin



In response to the trends of globalization and internationalization, possessing the ability to communicate internationally has become an essential key to aligning with the world and enhancing national competitiveness. In light of this, the Executive Yuan has approved the "2030 Bilingual National Policy Development Blueprint," with "cultivating the English proficiency of nationals" and "enhancing national competitiveness" as two major policy goals. Through the concepts of "comprehensively strengthening the English proficiency of nationals from the demand side," "shortening urban-rural resource disparities with digital technology," "balancing bilingual policy and native language cultural development," and "cultivating competitive advantages for the younger generation of talents," the bilingual policy is promoted.

Internationalization has always been an important goal of Ming Chuan University's academic development. To support the national vision, the university actively participates in the Ministry of Education's "Higher Education Bilingual Learning Program," aiming to establish the EMI Teaching Resource Center and become a benchmark bilingual college through its existing good development foundation. This involves strengthening the quality and outcomes of EMI teaching, providing high-quality EMI learning experiences, fostering international exchanges, enhancing international enrollment, establishing international academic partnerships, and thereby cultivating bilingual talents aligned with the world, enhancing industrial competitiveness, and gradually supporting the national vision of the 2030 Bilingual National Policy Development Blueprint.
